Texarkana, Arkansas is moving to upgrade its emergency alert system. On Monday, the city’s Board of Directors approved a five-year deal with Federal Signal to repair and maintain all 14 outdoor warning sirens. The $69,000-a-year agreement includes replacing three non-working sirens. The project will be funded through a tax-exempt lease agreement with NCL Government Capital.
