Starting July 1, 2025, Texas will no longer issue temporary paper license plates. It’s part of a statewide effort to stop the use of fake tags in criminal activity and avoid registration laws.
House Bill 718, passed in 2023, requires all licensed car dealers to issue metal plates at the time of sale. All title and registration paperwork must also go through the state’s webDEALER system.
Key deadlines include:
- April 30, 2025: Dealers must complete webDEALER training.
- May 2025: Dealers with active accounts can begin ordering metal plates.
- July 1, 2025: Temporary paper tags are replaced by metal plates statewide.
County offices and TxDMV service centers will also issue metal plates for 30-Day and One-Trip Permits.
