The Texarkana, Texas Police Department arrested 78-year-old David Keggan of Queen City for Online Solicitation of a Minor under 14 years old and Possession of Child Pornography on Wednesday afternoon.
Officers were called to a Texarkana address where they learned that Keggan had driven there from Cass County to meet and have sex with an 11-year-old girl that he'd been communicating with online. Luckily, he'd been actually chatting with an adult only pretending to be a child in an effort to catch online predators.
Detective Casey Schmidt jumped on this case right away and has already identified at least two victims, who are now adults, whose abuse was never reported at the time. Sadly, we believe there may be more victims out there. If you have any information or think this may involve you or someone you know, please reach out to Detective Schmidt directly at 903-798-3193.
Keggan remains in the Bi-State Jail, where a judge set his bond at $300,000 on Thursday.
