Officers discovered 23-year-old Jarod Welch asleep behind the wheel. After checking his record, police learned Welch had outstanding misdemeanor warrants and placed him under arrest. A search turned up methamphetamine in his pocket and two stolen Amazon packages in the van, believed to be taken from a porch the night before.
Welch was booked into the Bi-State Jail on charges of Possession of a Controlled Substance, Theft of Mail, and the warrants. His bond is set at $15,000.
